You knew him first... she can't expect to call dibs on him like she could if she had met him first. Go for it, she needs to deal.
Snogged is a funny word.

I think there are unwritten rules about who you should see and who you should stay away from. I think sisters ex is a no no. Guys will come and go but your sister is for life. His morals arn't brill if he snogs anyone he likes on different nights of the week. In two months he might be back onto your sister. Can you imagine family get togethers. Keep your morals honey. NO NO NO

you had you chance and you never took it and a man or woman should never come in the way of family, but in saying that you know what to do in you heart and if you feel he is worth the hassel that you will get then go for it or one day you will be sitting there in years to come and think to yourself "what if" or if you see him with someone else you will think "that could have been me" either way you have to decide what is best FOR YOU. dont want to sound like an old man here but age comes into it too, as how do you know you are in love, as love is a very strong word and only when i went through a divorce and met some else at 37 did i realise what "love" really is.

Well explain to your sister that your friend has discovered feelings for you. She may not understand it now, but she will in time. If you two love each other then go for it. Don't let your sister hold you back. It's good that you take into consideration how she feels about it. Talk about it with your sister. You can't help how you feel.

Who do you love more?
Who is more important to you? Some guy who would sleep with two sisters and think nothing of it or your own flesh and blood, your own sister who you should be willing to protect from pain and the miseries of this life at any cost.
If you cannot rely on your family for this protection, who the hell can you rely on?
