My suggestions are based on using Firefox, not IE7, but since IE7 is a rough copy of Firefox... it will probably still apply.
-Control+T (hold down the control key and hit T) opens a new tab.
-You can scroll through your tabs with your scroll button - just hold the mouse over the tab bar and scroll up and down to go left and right.
-You can open a link in a new tab by clicking it with the middle / scroll button (yes, the scroll can click too)
-You can reopen a closed tab by hitting control+shift+T.
No guarantee these will work in IE7, it's a rough program right now, Firefox has been doing the tabbed thing for years, so it's a lot smoother.

Free, fast, a small 5mb download, Firefox blocks pop-ups and sites from secretly installing programs on your computer. It will copy over your settings from other browsers (cookies, settings, bookmarks). Firefox is powerful too, it's more up-to-date than even IE7 according to the web standards (w3.org).
The main reason I like Firefox is because it's customizable.
Why is customizability important?
Imagine being able to do 2 small things and never seeing a banner ad, flash ad or an iframe ad again? (Remember, pop-ups are already gone)
Imagine being able to pause your computer's music player when the phone rings without having to switch to it?
Firefox puts the power back in your hands!

i do no longer think of you're able to do what you're asking in question a million and 3, yet for question 2, in basic terms good click interior the toolbar and confirm you launch the gadget bars, from there you need to be waiting to drag and place the toolbars on an identical line. Then in basic terms good click the toolbar lower back and lock it. desire that facilitates somewhat ;)
