The leading website for apartment rentals is apartments.com. They will probably have the biggest selection in your town. I have successfully advertised my own apartments through them and they are legit and effective. You can also check rent.com, rentnet.com, and rentals.com.
However, if you want to rent to own, I would start by looking at sales listings instead of rental listings. In the current environment, where sellers are hard to find, some sellers should be willing to consider a rent-to-own option. I certainly would. So you could try the following websites on which people list real estate for sale: realtor.com, homes.com, forsalebyowner.com. Once you see the listings available, you can email each owner to ask if they would consider a rent-to-own. Good luck!
