It really depends on what course you are applying for. The university's reputation in teaching for that subject should be your main concern, but if there is little difference then I would recommend you visit both universities.
I can't really help you with Liverpool as I've never been there, but I did go to the QUB and UUJ open days, both of which are in Belfast.
I will give you my honest opinion and observations of both:
Firstly, Queens. The campus is pretty much spread around the 'University Quarter' of the city, with the engineering buildings about 200 metres down the road from the main building, which is spacious and attractive. The new student's union is just across the road from the main building, and contains small shops and a recently rennovated nightclub. The shops and restaurants in the area are good; great variety, value and within short walking distance. The city also has many clubs, some pretty good. There is plenty to do in the area, but the nearby student accommodation has a bad reputation for rowdiness at weekends and late at night. The city, in general, is no more dangerous than anywhere else and sectarian violence is more or less isolated to certain areas.
Back to the uni itself; the students seem friendly enough but I know that there can be a bit of, lets say, disparagement and neglect towards first years. You are pretty much on your own compared to school and have to rely on #1 to do the work and find your way around. It is best to befriend an older student to help you with this.
The staff I spoke to didn't seem to know a great deal about the course contents and were not very helpful; avoiding my questions and going off on a tangent rather than providing me with specialist knowledge. I got the impression the left hand doesn't know what the right hand is doing. The facilities are good, and there is a lot of money being invested in the university (£millions), with new lecturers coming in from all over the world.
QUB gets a good teaching reputation and is #32 on the top UK university guide lists. Employment pospects, from what I've heard, are average to good.

Now onto the UU (ulster university). The atmosphere here was rather more friendly and informal than that of Queens. The UUJ campus is about 5 miles from Belfast and is contained in one building, very large. The Mall holds a few shops and cafés which are rather overstretched considering the number of students. The facilities are good, the building itself rather old-fashioned and dark. The sporting faculty is particularly large and has many courts, swimming pool and rooms and a good gym. As an ex- polytech, it's reputation is not as good as an original university, but I know that the employment prospects are not bad.
The UUJ is across the road from a nice beach and the area is quiet and rural.

Never been to Belfast but i've heard it is really expensive.
Liverpool is an excellent night out and the women are a good laugh.
I'd go Liverpool

Liverpool. Not only is it a lot safer than Belfast, but you can do a thesis on the history of the Beatles!

Do you live or England or Ireland?
It would be easier for you to go in the country where you live to cut down travelling expenses to visit your folks and friends (being the poor student you will be.) But if you are loaded Liverpool. It is a very young vibrant city.

Go and have a look around both of the Universities. Get to meet the lecturers and see the student accommodation. Take your parents with you and make a list of the pros and cons about each University. I am pretty certain you will know which one to choose after you have visited them.

Belfast is now trouble free it'sa vibrant cultured city and the folk are freindly.
The surrounding countryside is spectacular also....much better than the mucky old Mersey..........

Personally, I would stay out of Belfast or the rest of that island.
