I have always wondered this aswell. and i kept saying to my partner i am gunna post this but i never got around to it.
we had our own theory we thought you might press one sea shell and it spurts out water and cleans the buttox region and the second might be to dry it off (or flush) and maybe the third was air refreshner but ofcourse we dont really know.

That my friend is one of those classic movie mysteries that will always be open for speculation. Like what's in the briefcase in Pulp Fiction or V's face in V for Vendetta.
