Example: I work construction and jobs for my employer are down for winter. If I only work 8 - 10 hours a week, can I be eligible to receive unemployment.

Hell, yeah. If it's 8 -10 hours a week and you don't refuse any work you most definitely should get it. I used to work in a turkey factory and in the winter we'd slow down. For weeks that we worked less than 32 hours we could make an unemployment claim and get a check. The less hours of work available the more unemployment would pay you unless you called in sick or took vacation time.

If you lose 25% of your income you can apply fo unemployment but only for what you are losing and that is about 80% of what you lost.
