Face: Apply a base (like Maxfactor Colour Adapt, or Bobbi Brown stick foundation) with a barely damp latex sponge. Ensure to blend well into the corners of the nose and mouth, as well as the jawline to avoid tidemarks. Then, apply concealer (Rimmel Hide the Blemish is very cheap) with either a concealer brush or your little finger to spots and dark circles under the eyes. Dust a layer of powder (pressed or loose, according to preference) with either a puff or a large powder brush. Finally, finish with a good blusher (I like Maxfactor and the Body Shop powder blushers). I prefer powder as it stays longer but again it's up to you.
Eyes: I don't know what you're after so your best bet is to go for a neutral brown as it will work in any situation and suits most people (I find No7 trio in Good Earth perfect, alternatively try Urban Decay in Hazmat). Take a good eyeshadow brush and dust the lightest, neutral beige over the lid up to under the brow. Then, with the brush, dust the medium colour like a taupe over just the lid up to the socket. Take an eyeliner (black or brown) and line the rims of your eyes. Take a sponge applicator or a cotton swab and apply the darkest shade (chocolate) over the liner to blend it and take away any harsh lines. Finally, take a good black mascara (Maxfactor 6000 calorie, Lancome and Clinique all do wonderful mascaras) and apply two coats to the top layer and one very thin layer to the bottom.
Lips: Liner is optional and you may wish to skip it if you're inexperienced. I like Rimmel 1000 kisses or even Boots natural collection liners. Apply with featherlight strokes to the edge of your lipline, never exaggerate as you will look silly (trust me), drawing in the cupid's bow first then the lower lip. Fill in with lipstick either with a lip brush or straight from the bullet. Blot with tissue twice for staying power, and you can apply a layer of gloss over the top if you wish.

The best way is to create a good base. Use a good mosturizer first. You can use your fingers or sponge. Next apply the foundation which should be complimentary to your skin type and tone. Then follow with a loose powder to blend. Do not use too much foundation or you will look like you are wearing a cake on your face. A little goes a long way.

For the eyes, I use concealer as a base. That way I don't have to re-apply every few hours.

I suggest going to a department store and taking a look at the make-up counters. Find some colors you like and then ask the cosmetic specialists there. They will show you how to apply everything and will also help you pick out colors that best match your skin tone. Have fun!

I usually use a sponge to apply concealer first. Then I use a good brush (MAC has some lovely ones) to put on my foundation. Eye liner pencil is next then a good brush for your eyeshadow. Mascara next. A nice big blusher brush if you wear blush; the same brush is used for powder to set a spritz of perfume and you're set!

I use a sponge to apply foundation but I have recently bought a mineral powder foundation that you apply with a brush its great I got it on ebay from minerals will work for you They do loads of powders for all skin types
