Since your requirement is bulk printing, first roam about in your area and find some service centers for both hp and cannon. Discuss with the service person like what kind of problems occur, what is the turn around time if at all your printer gets a problem, cost for wear n tear for each of the printers.
should you replace/refill a catridge how much will it cost and how frequent you need to change them, with out compromizing the print quality. are they available in the market at ease etc
then go for any brand, that best suits the budget and after sales services.

The best one would be HP it has great features and suites your budget. The HP all in one 3510 would cost you 15999, I have the same one and it's going great.....and yes it has 3000pages per cartridge...
