In live music, a monitor is a speaker that lets a performer hear themself during a performance, thus a monitor amp is the amplifier that powers that speaker. The speaker cabinets used are the small, low ones you see in the front row of equipment, just in front of the front row performers, facing the performers. Some monitor cabinets are "powered" meaning they have an internal amplifier. Some are only speaker cabinets that rely on a separate amplifier to power them, which could be called a "monitor amp".

In other applications any speaker set up to hear music in real time might be called a monitor and so the amplifier powering it would be called a monitor amp.

It is the amp that points at the artist so they can hear what they are playing. The small stack on the stage that some guitar players will put their foot up on and try to look cool while they rock out.
