They are very likely to be possed and under development by governments all over the world as well. All you have to do is read about the history of military weapons and governmental research. The Japanese were trying to develop biological agents in WWII.

Its not such an uncommon thing for any government to be interested in developing them, the question is are they likely to use them??

So I suppose really... maybe terrorists are more likely after all to employ thier use since they wouldnt seem to give a flip about the political backlash that would result.

The states have been openly using chemical/radiological weapons such as white phosphorus rounds/explosives and depleted uranium ammunition.

White phosphorus (WP) slowly burns a hole through a person and was banned under international law after the Korean war.

Depleted Uranium (DU) on impact it chemically reacts with air creating U3O8 which is chemically a poison, and also radiologicaly a poison. This is used as a heavy armor piercing round due to it's extremely high density. While DU has not yet been banned under international law yet, it still falls into the category of a chemical/radiological weapon.

And we are screaming about other countries having CBRN weapons?

No Americans and Israel have consistently used more chemical and biological weapons, including DU ammunication.
