As with most religion it is amazing just how much a 'simple' message can get SO badly mis-interpreted by factions with-in a belief; to end up with more interpretations than answers!

Kacky isn't quite right. Some Orthodox Jewish women actually do shave their hair because they want to make certain that absolutely no hair shows at all, both in public and when in the mikveh (ritual cleansing in flowing water).
Some rabbis do have a problem with women wearing wigs because sometimes the wigs look better than the real hair.

They don't shave their heads doesn't mean they aren't nuts which they are. Last year there was a panic in wig stores in NYC because some ultra orthodox shaman looked at the chicken bones and tea leaves and decided that a certain type of human hair wig was not kosher.
His sheep went crazy trying to replace their wigs.

They don't shave it, they just cover it. For orthodox Jews, a woman's hair on her head and arms is private between her and her husband.
