Registration Formalities for NGO?

Question

I want to start NGO in village area of Bihar. I need some information regarding that, where should I get registered ? and what the registration procedure? If anybody has any information please give the detail.

Just start a non-profit, and don't get gov't funding for it... i think that's what an NGO is.
