Would it not be in the Governments interest to invent a cure for baldness and thus increase the working population in the hairdressing industry. Everyones a winner

I dont think the Gvmt needs to worry about bald heads lol. I think they should fix everything else wrong inside this country and let people worry about their appearance. Most salons and haircutters do very well for themselves.

but then all the scientists who are currently employed in searching for a cure for baldness would become unemployed. So there would be no net gain.

Well, it's not the government that should do it but some clever hair growth promoter scientists! It is a good way of looking at it though!
