Read as much as you can in the language you're trying to learn. Don't pick anything too difficult, but with a few words in each page you have to look up.

learn some goods words and other words related to that words frame sentences out of it . A good dictionary or thesaurus can be helpful

start by purchasing a good vocabulary building book. learn a few words daily and try to use them .
read good books and magazines. note down ( in a note book) all words that you do not know and look them up. which means that you should own a dictionary in the first place.
there are a number of word sites on internet.most of them have word-a-day email,in which you are given a new word every day along with its etemology ( history of word,how it came about etc) and sample usage.
www.wordsmith.org, www.m-w.com, www.vocabvitamins.com are few examples.

For building vocabulary I suggest consulting a dictionary and/or thesaurus. There are grammar books out there for helping with sentence structure.
