Actually its quite simple, you don't require any learning at all.
1. Buy a domain (ex. www.yourdesiredname.com)
If you don't want to buy a domain, you can always sign up for free webspace, but they require you to advertise for them. (ex. geocities.com, angelcity.com, etc.)
2. Buy/Download a webdesign software.
The good programs probably require you to pay for them. However if you are familiar with "torrent files". You probably can get a "36500 day demo" version.
3. Upload the work you designed to your domain.
Here... try this. Right click your desktop and select "new" text document. Write anything on it and File > save as... there should be 3 boxes. For file name put, Webpage.html. Then for save type put "all files" and then click save on your desktop.
There you just create a webpage. But the software will help you make it look prettier.

I don't know but you can make not so attractive sites studying HTML.
