Tough one without sounding racist.
I'm a teacher in Australia. Generally the connection is based on the low socioeconomic status of a number of indigenous/ethnic groups rather than the race itself. It also occurs with white kids in low SES areas.

It's a matter of culture. Black people, as a culture, tend to be emotional and active. White people, as a culture, tend to be a little more stoic and passive. If you ever go to a predominatly black church and then a predominately white church, you'll see the difference immediately. In the "black" church, people will be shouting out in praise, raising their hands and moving with the music. In the "white" church, people will be sitting in the pews quietly, being led by their worship leader. I'm not saying that one culture is better than the other--only different.
Since our society is predominately white, it encourages "white" behavior--keeping emotions in check, keeping our voices level, and behaving like "civilized" people. "Black" behavior is seen as crude and even barbaric. (Again, this is NOT my personal opinion.) A lot of it is left over from slavery. Black people were viewed as inferior due to their slave status. They're free now; they've been free for 140 years, but some of that attitude that white=superior race and black=inferior race is still there. It shows in our society. That causes a lot of resentment, so it's no wonder that a lot of them, especially the younger ones, are so angry. Anyone would be angry in that situation!

I would say, usually these black children are raised in low income families, single parents, that work more than 40 hours a week and do not have the time to spend time with their children, therefore they are raised in the streets with no parents, and struggle to do well in school because they do not have any parents to supervise them make them do homework as a defense mechanism these children turn out to be criminals, seek violence, and start to sell drugs and kill people, start fights or do everything opposite of what society wants them to be, they become rebellious eventually going to jail or prison. Very sad

It could be their cultures, or the way that they were bought up. But i also found that when i was in school.
