Tokyo can be cheap or expensive depending on where you live and how much time you spend bargain shopping.
Fish, for one, is much cheaper than America at least. Especially if you get it from a fish market, and doubly so if you wait until they are closing. You can also get similar deals with supermarkets, produce stands, bakeries, butcher shops, etc.
There are also cheap restaurants with meals as low as 300 yen (~3$).
You can even find cheap rent if you don't mind a long walk to the station or small place. I've paid as little as 30,000 yen (~280$) for rent before in Tokyo.
If someone is disciplined and cheap, they could live in Tokyo for very little money.

It depends! If you want to eat a cheap, filling, Japanese meal then you can probably eat breakfast in a restaurant for between 200 and 500 yen. If you prepare your own breakfast at home, it can cost as little as 30 yen. If you want to eat it in a HOTEL, it may set you back about 1,500 yen!!
Restaurants here are pretty cheap - with the notable exceptions of pizza restaurants, burger restaurants, KFC and McDonald's!
Even a delicious set menu at our local Indian restaurant is only 1,100 yen - about a third of the cost for an equivalent meal in the UK! In Chinatown there are plenty of all-you-can-eat restaurants, with prices that start from less then 2,000 yen per person! Again, you could never get anything that quality for such a low price in the UK!
When they say that Tokyo is expensive, they're taking everything into account - land, property, transport, food, education, etc. But I don't think it's SO bad ... not as bad as some like to claim, anyway..! It evens out pretty well across the board!
Sample breakfasts that cost less than 100円 (50 pence) per person.
2 weetabix (at 298円/12 biscuits) with milk (at 148円/litre) and sugar (at 148円/kg).
Fruit granola (at 350円/400g) with milk.
2 slices of toast (exorbitant at 98円/8 slices) with butter (at 198円/200g) and marmalade (a French luxury at 198円/225g). (Jam is MUCH cheaper though, you can get 850g jars for about 300円!)
A traditional Japanese breakfast is more expensive - IF you use the fish! If you forget the fish, it can POSSIBLY be prepared for less than 100円 per serving - just! Rice, fish (optional, usually less than 100円/portion), and miso soup, with nattou and/or a raw egg on either the rice or the soup.
On the other hand, a McBreakfast set meal will set you back between 350円 and 400円. They come with a small drink and a hashed potato.
