I think as do many that the Graco Snugride Safe Seat is the best! It is reasonably priced and rated very good. If you do not have a dollar limit i would also say pretty much any Britax carseat is also very safe.

They all have to meet the same safety standards. All new car seats are safe. The problem comes in the instillation. Installing a car seat incorrectly or putting your baby in one wrong are the two leading problems.
Graco has an inexpensive one that has the LATCH system to make it easy to install. It even has a base that you can install in your car and just snap the car seat in and out.
Consumer reports has a great collection of baby gear items that it rates by safety and ease of use. A subscription is around $19 and will save you lots of agony.

Britax car seats are the safest out there, they are expensive, but you can get ones that last until the child is 4 years old. We hare the Britax Marathon and it was $269, but it goes all the way from infant to toddler stages.

The Graco snugfit is the safest infant seat per consumer ratings. I believe it is around $60.

If you don't have a lot of money, I would suggest looking around at consignment stores. You may want to also check out www.freecycle.org in your area and you may just get what you want for free!
