The city or county where you were born maintains a birth registry. You must contact them for a copy of your birth cirtificate with their proper seal. They do it all the time and can tell you (by phone?) what their procedure and fee are. A notary public could only identify you (from a driver's license?) and notarize your statement that your copy is authentic and that likely would not be accepted for most purposes. If you live far away from where you were born, visit your present city or county clerk for advice on how to request a copy of your birth certificate, for example by mail.
