Pro-forma usually means "as a matter of form."
A pro forma invoice means provided in advance of shipment and merely showing the description and quantity of goods shipped without terms of payment. If you then pay, you are paying pro forma.

"Pro forma" (latin) means "in the form of" or "in the shape of", usually tied to the word "invoice". Sometimes companies advertising their goods/services will design their material so it looks like an invoice in an attempt to get the receiver to buy their product by returning the "invoice" to the company thinking "i don't remember ordering this but I must've if the company is invoicing me, I guess I'd better pay it". Companies are not specifically prohibited from this sort of ad campaign, but they are required by law to clearly label their "invoice" with the words "PRO FORMA INVOICE".

before the actual invoice.
it means there is a contract, but it is not possible at that point of time to finalise it, so pro-forma is like paying in advance.
Overseas transactions are often done this way while waiting for the official paperwork
