Laser hair removal ALWAYS grows back. And when you spend that amount of money on something, you expect it to work.

Electrolysis will take multiple treatments as well, but since they are in direct competition with the laser boutiques their prices have come down drastically.

I vote for waxing. It isn't permanent, but at least waxing will encourage the hair to lessen over time, and what does grow back is finer.

Electrolysis or laser hair removal. It will probably take a few sessions but both could give permanent removal.

waxing followed by laser surgery. Alternatively you can burn the top lip with a very hot piece of metal, hair will not grow there after that.

Electrolysis... is permanent. But it needs number of sittings and is expensive. Why don't you wax as it is safer though not permanent!
