Your transfer from a community college to a 4-year college without an ACT or SAT score is dependent on the policies of the college or university to which you are transferring.
A few colleges are getting away from requiring even freshmen to have test scores and most do not require them of transfer students who have completed their college composition and mathematics general education requirements and who have achieved at least sophomore standing. Contact the colleges you are considering to learn their policies.
Most colleges have their undergraduate catalogs online so you may be able to access information about their requirements for transfer students that way.

Almost any job that is not something on the corporate ladder. Some companies allow employees to work and go to school (some will pay for the schooling) if you show the potential/desire to move up. You can transfer to a 4 yr. school without having an ACT score---ACT scores make it easier, in most cases, to get into college...especially those of your choice. Talk to an acdemic advisor at the place where you took the ACT test; let them know you never received your score. They should be able to produce a print-out (it will usually be on your highschool transcript, unless you took it sometime after you got out. Also discuss job availability for the education you have.).

Yes you can transfer to a 4 year with no act score, but you will probably have to take a placement exam for math and English. Also, depending on what your major is for your associate of arts degree you can always find a job.

I scored a 1450 out of 2400 on the SAT gah, what an awful test.I think I'm destined to go to Community College.

My advice is if one day you are going to have support yourself, (especially if theres the possibiltiy school might not work out) get a job skill.
