no I saw him in bed,

Depending on the relationship with your brother
1. bad - this is due to anger. You don't want him to be on your way all the time, Projecting his feet chopped off, so he cannot follow you or bug you is a way to release your anger with him
2. good - You may be overprotecting him. You don't want him to go astray and so you projected him to have no feet. That way subconsciously you think he will be better off staying with you.

The fact that his legs have been chopped off could imply a strong feeling towards the male genitals, maybe a bad memory, experience or thoughts on the subject.

Another important aspect, is knowing your recent and old experiences, as from the little information you provided, your dream could just as well suggest that your feet were very cold while you were dreaming this, or you had an argument with your brother and released that anger through your dream, wishing for a bad thing to happen to him (but only subconsciously) to make it 'even'.

hi! i will put an answer up, but first i would like to know a little more. did you see them get chopped or were they just like that? did you find him like that? did you chop them off? was your dream in black and white, or colors, or both? how did you feel about this in your dream?
in general it would be along the lines of you feeling your brother is not living up to his full potential. if there was blood, it would signify that you feel he is too astranged with either you or family. or could mean that you feel he is too far in the path he has chosen to live up to his full potential
