That's a very strange question... it depends on the country and therefore legal system and exactly what you're getting at.

I'm not sure I understand your question entirely... but generally (and depending on the country you are in) the law can be found in case law and legislation. In Europe, the main factors are National law, European law, and the European Charter of Human Rights. There are certainly more, but this is the general overview.
