I'm sure that you would beat the tortoise in a race with or without the handicap of having a scalextric car glued to him. I'm sure that the tortoise feelings will be serverly hurt

This might require some testing first.
Find a suitable glue. Now apply it to yourself and sit on the bonet of a suitable car. Have a friend drive you, at high speed, around for a while.
See if you can detatch yourself, with soap and water, afterwards.
If so, you should be alright with a tourtiose.

i tried racing my tortoise but had to stop because of the burning smell created as the little fella tried to slow himself down on the bends

It will probably come off while you are racing.
Why not try to nail or bolt it on for better security.
Allthough after Scalextric do you think he would want it off !
