Absolutely relative.
The only defining certainty of Truth is that there is no certain way to define it.

I would say that truth is absolute because truth is to do with how the universe really is, rather than how it is perceived. For this reason there are some statements which are absolute true or false such as statements about the physical world.

On the other hand our perception as to what is true is relative to our upbringing, prejudices etc... To show an example of this, a religious person might regard the existence of God as self-evidently true. Whereas an atheist might regard the existence of God as self-evidently false.

It depends on what we are talking about. There are things that are absolutely true and there are those that are relatively true. For example, Water and Oil does not mix -> this is absolute. On the other hand if your example is the statement "It is okay to use contraceptives". It's truthfulness would be relative because it would depend on ones point of view.

Truth is personal, subjective and relative to time, place, person, beliefs and experiences. There are however the so-called General truths that everyone agrees on, like for example that the Earth is round, and that is snow is made of water. Other truths are culturally bound i.e. eating a dog is bad, whereas in China their truth is that dogs can be rather tasty.
Truth belongs to the eye of the beholder and the inability of accepting this is what makes people conservative, narrow-minded, stubborn, fanatic and sometimes fasist.

Truth is relative
It depends in which point of view you look
If you are the mother of thief you will know that he is hungry or etc
That will explain why he robe the store so she will think that was a right act. However police will say he is a criminal because he broke the law so he is guilty...

Truth is relative...if you believe it is the truth therefore it is the truth to you but not necessarily for someone else

Depends on how you are looking at it. It can be both, it doesn't have to be an either-or dichotomy. That's one of the valuable insights from American pragmatism, people like William James, John Dewey, CS Pierce, and Hilary Putnam. Putnam's a good read, I recommend "Three-Fold Cord" and "Ethics without Ontology" for his most recent books.
