Not if it isn't expected. I think its rude if the person receiving the pie isn't wanting it to happen...
I think of a pie in the face much as I do a mud or shaving cream fight...it can be fun and funny but not if its given to a person unexpectedly. Both people have to have an agreement to "wrestle" in some way for it to be funny.
