A cape is an article of clothing, and can be used to describe any sleeveless outer garment, such as a poncho, but usually it is a long garment that covers only the back half of the wearer, fastening about the neck.

In fashionwear, the word cape usually refers to a shorter garment and cloak to a full-length version of the same type of garment, and although the two are sometimes used synonymously for full-length coverings, the shortest versions are never referred to as cloaks. The fashion cape does not cover the front to any appreciable degree.

Some of the answers are only partially correct.
A cape is tied around the neck and shoulders and flows freely over the back.

But a cloak is worn as a garment, like a serappe. It has holes for the arms to go through, and may or may not be worn with a belt.

I think a cape is smaller, just around the shoulders and about waist length. Doing up around the neck. Like what nurses used to wear.
I think of a cloak as being much longer, covering more of the body.

A cape is for the protection of the upper body whereas a cloak is long and full and can "cloak" the whole body to retain the body heat.

As I've always thought it:

A cape is fastened arund the neck only. It covers the back only, and flows out (think superheroes).

A cloak is basically anything else in the same genre of clothing. It is more likely wrapped around a bit, rather than just covering a bit of the back.

A cloak is ankle-length and has a hood; it "cloaks" the body for maximum heat retention. Just think Star Trek's cloaking device where everything is under-cover. A cap is much shorter (waist-length or to the hip), and doesn't have a hood.

In my experience a cloak does up (has some form of fastening) whereas a cape doesn't and is generally secured with a broach. Cloaks don't have to have hoods.

Our cloaks had arm holes, you could do great dalek impressions in them!
