The best way is to download Ccleaner here http://bitly.com/UrALrK
Or you can go on Windows operating system locate the command prompt and go there to do the following:
Create a Recovery file of system and date it today.
Then begin by;
delete the 'Temp' folders..they have hidden subfolders so you need to set the attributes in order to bypass this. For each subfolder delete all cookies and rubbish left behnd after install-uninstalled programs. Do a 'dir' command to check your progress. Make sure the 'Temp' file is empty.
goto c:\windows\prefetch and delete everything in there..no exceptions
goto c:\windows folder and delete all the '$' files that have been installed by updates. They can all be succesfully deleted and just take up disk space.
Locate the Internet Temporary Files..Check to see how high the saving level is..some have it set at 30 days..but that stores faaaar tooo much data..though it slows down the system overal. Keep this to a minimum..suggest 2 or 5 at most.
Delete all 'cookies' all those you don't need.
Locate the windows directory and go through the folders you know and those you don't need. Check this once a week at least. Some programs will install under XP as NT and older systems where there is no check of systems weight.
Check to see that system files have not changed since last booting. Things like .ini files or .bat are important items.
Check for 'Hidden Directories' all over the disk...do this at the command prompt:
dir *.* /ah wil show these hidden directories
Check the 'dir' command for all parameters

1. Make sure your computer is free from spyware/adware (You can download Yahoo! Anti-Spy for free on the yahoo's web site.
(If you never scanned your computer before, you must scan it now because 90% of the world's computers are with spyware; and the 10% are the people who have scanners just like Yahoo Anti Spy)
2. Defrag your disk, it'll really help. Start Menu > All Programs > Accessories > System Tools > Disk Defragmenter
(This may take a long time but it's worth it)

It's not always about RAM. It's also the unuseful programs that are running in the background.
Do this:
Click on start menu, click "RUN"
Now, type: msconfig and hit enter.
Now, in the "START UP" tab, uncheck the programs you think are unnecessary. Be sure to know what each program does by doing a quick Google search.
Restart your computer and see improved performance.

download SYSTERAC , a great software but unfortunatelly it is only a 14 days trial unless you pay it.You'll seriously think about paying it.among all other things,it has an option called problem solver.when you run the problem solver, it will analyse your pc, (half a minute) and list all your problems.
i ran it when my pc was starting extremely slow and my Geforce 5000+something didnt run any of the computer games it used to run before.i ran the problem solver, it listed 14 problems. one was something like "your graphic card is crushing with..." and the other one was "your pc is rebooting slow because of..." and 12 other things i didnt know about.i clicked next.the rest was like a miracle.
-solve them all ?
-yes
-solved.
and they were solved :) the software comes with many other great features that'll totally end any kind of problem you may have.

Every so often you have to do 'housekeeping' on your pc or it slows down; so you can do that, run your anti virus and anti spyware, and stop some programs loading on startup.
- Uninstall any programs you don't use, especially if you have the installation disc.
- Delete any files you no longer need, burn old files you want to keep to cd and delete them.
- Install and run Ccleaner; use the Cleaner and the Issues buttons.
- Install and run an anti virus and at least one anti spyeare, plus Ad-Aware.
- Defragment the hard drie srom Start - programs - accessories - system tools- disc defragmenter. Leave the pc while that runs.
- Install Winpatrol, click the Startup tab, see what programs load on startup.
Leave Windows and your security software, but stop things like your office suite. They'll still be in your Programs menu.
Restart now and you should see your pc speed up; not just the startup time.
All the following programs are free for personal use;
You need to install one firewall.
The Windows firewall doesn't stop malware on your pc from dialling out.

https://www.grc.com - check your firewall works
http://www.grc.com/optout.htm - grc anti spyware program and info.

http://www.opera.com/ Opera web browser

You need to install one anti virus;
http://www.grisoft.com/doc/1 AVG anti virus or
http://www.avast.com - Avast Antivirus
You need all three anti spyware programs;
http://www.ewido.net - AVG(Ewido) anti trojan.
http://www.lavasoft.com - Ad-Aware SE Personal anti adware

http://www.ccleaner.com Cr*pcleaner Registry cleaner and privacy tool
http://www.mailwasher.net/ -spam filter
Winpatrol is a handy utility that tracks cookies on your pc and stops unwanted changes to your startup folder.
http://www.winpatrol.com
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.
http://www.javacoolsoftware.com
http://www.siteadvisor.com -MacAffee Site Advisor warns about malware on sites you are about to visit.

It can be caused by several reasons, main reasons being more number of programs beginging at startup, less space on the hard disk partition where windows is installed.

what kind of pc do you have?? If it's relatively new, maybe you need to clean it, doing a defrag...
In my own case one of my pc's is a pentium III 450MHz, and it needs at least one format per year, because it loses a lot of speed...
