I say it is in relation to the way cats respond to dogs "Nornally they dont get along allways fight" thu whe we say its raining cats and dogs we mean that it is raining in a very "violent manner":
Imagine lots of cats and dogs fighting in the air pouring down. now try to relate to very heavy rain or even violent rain.
