If the rental income less than Rs.1,40,000 then you can forget filing returns.
Rental income say Rs.1,40,000
Less 30% rebate on Rs.1,40,000= Rebate Rs.42,000
Your net Taxable income Rs.98,000
If you have no other income in India, even if the rental income is Rs.1,40,000 per year you can just avoid or can file it when you come to india. (because the rental income will be less than 1 lakh after 30% rebate for house repairs. 1,40,000*-30%=98,000)

If u have earned any earnings in India or From India between 1st April 2008 - thirty first March 2009 and if such quantity exceeds Rs. a million.5 lakhs, then u ought to document earnings tax return in India.

your concern is very valid. friends tell that answering the tax authorities before completion of assessment is very cumbersome. so even honest citizens who wish to pay their dues to government; are reluctant to fulfil their obligations.you can engage a tax practitioner and mitigate problems. we will have to bear their charges, which may not be reasonable. my friend had to pay INR 3000 to a tax practitioner for a PAN card; whereas it would have cost him less than INR 100, if he had done it direct, by himself.
