assuming you are comparing nigeria national income account for the year 1978 to 1988. what factors would you consider relevant in making valid welfare conclusion

distribution of income -- a rise in the national income is no use for welfare unless the poor get to see some of the income, either in their pockets or in things like school desks for their kids.

consumer spending

imports of consumer goods, especially specific ones used by the poor

Take a look at the UN's Human Development Report, that relies on measures of things like medical care, girls' education and life expectancy that are much more relevant than national income

remember the world's biggest-ever vanish of money was something like $2bn in Nigeria during that time, it disappeared from the national oil co's accounts.

the exchange rate is also relevant, the naira was not a freely traded currency and so official figures do not tell you what people's income was really worth or what was traded on the black market at the border for CFA francs.

you would need to get rid of all of the officials they are all crooks. because if you did not then the factors would not matter. because they take any monies and products that are sent to help the poor, sick and the dying. there main money making is scamming everyone else in the world. IF AND I MEAN IF you could get rid of the corrupt officials then you could make a relevant conclusion. (that is a sad thing to say but it is the plain simple truth.) the majority live day to day. when the medical teams go in to help they are robbed of equipment and medicine. then we have to buy it back in order to help a few. THE saddest thing in the world is to watch someone die because they raided the medical tent and you do not have the meds. to give to them. There is no true way in which to consider the factors. unless you sent in about 500 thousand troops to protect the poor, sick, and the aids victims because of their government and it is worse in Africa.

YOU QUESTION IS GREAT AND VERY THOUGHT PROVOKING
