Not necessarily.
Some participants may not respond to all questions, so then your response rate for that question would be lower than the response rate for the survey.

Response rate can't be larger than participation rate.

If you mean when voting, the answer is no, or better usually no.

There are always a number of voting tickets that come in blank, damaged or bearing sentences, drawings or any unacceptable way of voting.

Going back to the blank tickets, the person actually HAS voted presenting itself at a voting place, but has not expressed his preference.
