When a batsman is out, the fielding team do have to formally request his dismissal from the Umpire. A simple "Is that out?" is sufficient, but in the modern game almost all bowlers have evolved this into a garbled scream of "Howzat?" or "How is that?" drawn into one long scream. Some are not even understandable, but when a huge fast bowlers spins on his heel with his eyes poppin out of his head and pointing both fingers upwards screaming the umpire gets the idea.....

The bowler says "Howzzat" for How is that. In other words, was that a good ball Umpire? Did I get him out?
This is only relevant for contested decisions like LBW or Caught Behind. If it's bowled (stumps down) then they don't have to ask, they normally just celebrate and the batsman walks.
