This would be every hour when the clock strikes at half-past the hour (6:30, 7:30, 8:30).

The half chime means that an hour is half gone. It could be any time of day or night.

You can't tell the time of day from this information. A half-chime just means that it is half past the hour (which hour we do not know though).

Yes! It is early in the morning. The same verse tells us this, the previous line in fact says it is morning!
