anime are made in japan and can be meant for anything from a little kids to adult only stuff(i dont mean hentai), their artwork is very characteristic for example the characters have large expressionful eyes
cartoons are usually made in america based on good vs evil or slapstick comedys and usually meant fo kids and teens
lately american studios have been releaing cartoons under title of anime to cash in on the trend

Anime tends to use some cheap ploys to fill in slots that would otherwise take a great deal of work. I don't know how many frames their are per second in a regular, high quality, cartoon, but suffice to say, it is more than one. Anime will fill some action shot by placing a still in an action pose and inserting it over a moveable background. There is a suggestion of motion, but no actual work to fill the 2 to 3 seconds of time. Then that characters pose can be used in the future, perhaps with a different background, perhaps the same. I have heard the stories are more adult, but I have not seen it (Of course, I have not watched a lot of Anime). I have seen a good portion of the first season of Gantz (banned in Japan), but it just has more graphic violence and animated nudity. Seeing that infantile Alien they kill reminded me of that giant baby character from Dragonball Z. What is this fascination the Japanese have with powerfull characters as infants. I would still much rather watch a good X Men or Spiderman Animated series show than any Anime I've seen or heard about.

Anime tends to have a broader variety of genres and storylines. It literally has no limits. It can range from something very childish to something very mature...something cmplicated to something simple...and whatever opposites you can think of.
Cartoons, on the other hand, has a limit on genres and storylines. Mainly because there are more children who watch it. However, it make up for it in drawing style. (Yup, it's true cartoons have more diverse drawing styles than anime...)
Anime drawing styles are manly characterized by pointy noses, small mouths and are almost always perfect in appearance (This applies only to the main characters...) However, more and more cartoonists use this style, becaue anime has definitely surpassed cartoons and they just want to keep with the trend.
Also, anime is strictly from Japan, whether produced and/or written there, but it is more because its animators are Japanese.
Anyway, this is what I tell my friends who don't really need the above explanation: "Cartoon is American Anime, while Anime is Japanese Cartoon." Though I know that it is way off.

I dont think theres not that much of a big difference besides the style of animation and creation of characters. Early anime was mostly inspired from american cartoons from the 30's. Mostly from disney cartoons in which their characters had big eyes. This trait can still be seen in alot of animes of today. And since most cartoons in america from the 30's-50's were to attract kids. There were alot of adult oriented cartoons as well. Hell, cartoons were to originally attract adults. This case is the reason why there's an equal ammount of anime for young adults to regular adults as well as for kids.
Like i said. The only difference would be the art style. But that has been questioned due to cartoons animated in america having anime like characteristics. Cartoons such as Avatar and The Boondocks have this kind of feel. Even though theres a slight difference here by animation style. You can still tell they have a mix of anime in it.

the version has no longer something to do with sophistication. that's not something extra effective than a weaboo superiority complicated. the version being, that anime is made in Japan. Cartoons are made everywhere else. the customary distinction between storytelling and style, merely has to do with their origins, and how the country common prevalent it. Like how American cartoons are many times, geared in direction of infants, and what the country might deem perfect for the meant group to computer screen. Japan has diverse perspectives on violence and sexuality than united statesa., that's yet one extra reason anime is frequently seen as being extra "mature".

Anime (aka: Japanimation) is any animated cartoon which originates from Japan. Because the success of Anime in the 90's some North American and European animators have copied Anime style or incorporated elements of Anime in their own animation style.
