Good luck on keeping things clean. I live in New Mexico where the ground is powdery. The wind blows often and it is always dusty in my house. Even after dusting with a damp cloth. I have a vaccuum that the dirt goes into the water rather than a bag. I have to or the vaccuum will throw dust because it is so powdery. I just had to do what I can do to clean and stop worrying so much about it. Everyone here has the same problem. We have so much open land and the wind swirls around and picks up the dust and take it off to other places just about everyday unless it rains or snows. I tell my friends that I am out living my life instead of dusting. They say if you can write I love you in your furniture with your finger then you are enjoying life. So, guess I am enjoying life. What they mean is that you aren't staying home to clean all of the time. It wouldn't pay for me to clean all of the tme. So I do it about 2 times a week. My advise to you is to do what you can and don't worry so much about being emaculate. Enjoy life. Don't spend all of your time on these petty things. Enjoy family and friends while you can. Life is to short not to. The dust will still be there after they are long gone.

Keep things out of the way so that you can get to the dust easily. Wear a dust mask (perhaps even buy a good one with a filter that costs about $35 from a hardware store) and vacuum rugs and carpets. Open windows for a few minutes to let dust out. maybe only after you complete vacuuming since the weather is probably cold where you are.

As for dust on hard floors, sweep. For dust elsewhere, like on countertops, you might try using a slightly damp rag or keep dampening paper towels and discarding them after use. Use a dry cloth or paper towel afterwards, especially when water has been applied to wood or something that water easily damages.

Try getting a really good hepa filter. If there is that much dust, you may want to spend a little more and get one that has a washable filter as the filters are expensive. Also, using furniture polish helps repel dust better than just dusting. It removes the dust instead of just moving it around. Also get one of the micro filters to put in the air return of your air conditioner instead of just a cheap filter. They supposedly last 3 months, but check it often and change it often so the air will direct that way. Good luck!

Dust is never ending. If I keep my windows closed, it helps during certain seasons such as pollen. But in the winter time or when ever we use the heat, dust gets blown around even more it seems. I tend to notice dust doesn't settle as often when I use a polish rather then soap and water. But then again if it's not sticking to the wood furniture it's going onto something else. I'll check back to see your best answer and try it myself.
