"Diplomatic relations" is not an economics phrase, it is a specific term in international politics, it means that two countries "recognise" each other's governments as legitimately in charge of the territory they supposedly govern. Most of the time, countries accept each other's governments, but now and then they "break diplomatic relations", usually as a propaganda gesture to show annoyance with the other country's policies. Before Nixon, America had no diplomatic relations with China because it believed that the govt of Taiwan should be the legit rulers of China, it was a symbolic anti-communist piece of US defiance and cloud-cuckoo-land politicking. Nixon decided that China could be an ally instead of an enemy despite Communism and he has been proved roughly right.

Ping Pong Diplomacy (Chinese: 乒乓外交) refers to the cultural exchange of ping pong players of the United States and People's Republic of China (PRC) in the 1970s. This marked a thaw in U.S.-China relations that led the way to a visit to Beijing by President Richard Nixon
