Because when he is in the shower it has the same effect on him like a cold swimming pool does to a man and he is embarased that his feathers are so small but when he drys off they look big again so he is proud to display them. He is a modest fellow and when he goes out he wears his shirt and hat, but after a nice shower he must cover something. Daisy and Minnie can't see everything all at once that would be indecent.
