You might be neither inhibited nor rythmically challenged.
If you dance really well when alone in your room but totally freeze in a public place yeah, you might be inhibited.
You say you "dance" well in your car... That means you understand the rythm. But dancing in the car doesn't invole your feet. Making your feet dance - this is where many people run into problems.
It is possible that your body never learned what it means to move to music, and how to do it if you never done it before, or if you tried but the result in the mirror is not what you expected to see. Lack of education is neither inhibition nor retardation.

I'm a dance teacher. Everyone can dance. People who show up saying they can't are usually the fastest learners.
If you dance well alone at home, you're just inhibited. Exposure therapy (regularly dancing in public) will fix this. If you can't dance alone, try dance lessons.
If you'd like to dance, look online for the cheapest classes in your area (these will be groups, not private lessons). Try salsa, ballroom, hip hop, swing, argentine tango. Just go to 1 class each to get the 'feel' for the music & people. Pick the one that's your favorite & take a few more classes to feel comfortable.

Anyone can dance. You just need to find a style of dancing that suits you. Maybe you're not destined to be a hip-hop dancer or ballerina but you'd probably make an excellent salsa dancer. who knows. find the rhythm in you

Honey, you CAN dance, you just have to let it out! Try puttin' on some music you love (while you're alone) and don't think about it, just let go, and allow your body to flow with the music. Simply let go. I like to call it: lettin' your soul out to play.
