If it's mere minutes, it's likely that they're in the process of typing a response and didn't see other people's answers first. If more time has elapsed, it's still possible that they don't read other people's answers before posting their own and end up saying the same things. On the other hand, there are people out there who just don't have much else to add, but still want to respond and just ends up paraphrasing. I'm convinced these people tend to be younger.
Edit: Also, sometimes people don't have reading comprehension and answers something based on what they thought the question was.... :x
