uh, which economy are we talking about?

at least in the US economy, im pretty sure the seller can decide who bears the burden of the sales tax, in which case it would be the buyer, since no company pays for sales tax, unless it's the government that regulated it.

i would say the government.

why? because they run the country

The taxes are generally prorated: for the period before the buyer takes possession, paid by the seller; after possession, paid by the buyer. Anything is negotiable, though, between buyer and seller.
