It means that he's being VAGUE and not really taking responsibility because he had someone else read a statement, probably written by his lawyer or another person.
BTW, saw the CNN interview with the guy who he has been being "sexually immoral" with. He was quite bright, attractive, and well-spoken.
When asked why he went public with the report, he said that he just didn't think it was right that the preacher was doing methamphetamine and having gay sex while talking against gay marriage. He said that was hypocritical and deserved to be talked about. I agree 100%.

He means that he was using a prostitute(illegal & immoral), having sex outside of marrage(immoral), doing meth(currently the biggest boogieman, immoral & illegal) having his whore score the dope for him(conspiricy to commit a felony, possible RICO act violation) Oh just do us all a favor Hag & hang yourself.
