I am an electrical design engineer working in a semiconductor firm, but want to move to finance/marketing in the same area ...turns out that the design and marketing jobs and people are absolutely disconnected from each other in the industry I am in ..any ideas on how can I develop relationships with people whom I don't know/get to interact with (even the get-togethers are different for different teams!)..? For some unavoidable reasons ...don't have an option to leave my job and go do an mba .......any suggestions ..?

Find out who's who in the department and check up on events in their area. If they finish a project or achieve a goal shoot them a quick e-mail congratulating them. Doesn't have to be anything fancy, just a small introduction along with a congratulatory praise.
This also holds true if they hire a new employee in that section. Find their e-mail address sin the system and send them a quick "welcome" message.
