Here's the scenario. My friend was given a tourist visa which is valid for only six months and the expiration date would be on March 19, 2007. But her vacation leave will start on March 15. Lets say she will leave the country on that date. Do you think the consul would still allow her to enter Canada? I need straight answer please.

it's a good question.
on the face of it, as long as your friend has a valid airline ticket for departure on or before her visa expiry date she should be allowed in.
she really ought to ask the consul/embassy. there may be a way to alter or extend her visa.
the alternative is to arrive in Canada, with valid departure ticket, and take her chances that customs will allow her to enter.
if not, she will be obliged to wait at the airport or in custody for the next available seat out of the country.

as long as she get out on March 19, thats fine (unless the border officer let her stay after that date)
