If you are asking because you want to "wash it out" of the vagina, no the soap will not do you any good. Once sperm is released into the vagina, the sperm swim very quickly through the cervix in determination to find the egg. If the penis is in the vaginal canal when ejaculation occurs, then it is 99.9% accurate that sperm has already found its way past the cervix(because most likely the some of the semen was deposited directly on the cervix), and is on its journey to the fallopian tubes to find the egg. Once sperm is past the cervix, there is no way to kill it, or prevent it from searching for an egg. You will need to look into the morning-after pill for that.
Anything inserted into the vagina, whether it be water, a soap solution, or even douching, will be of any help. The cervix blocks those types of things from entering the reproductive system.
If you are asking, if the soap would kill the sperm when mix together directly, or having the semen deposited directly onto the soap...I would think that the soap would destroy the sperm, since they are very fragile. Sperm cannot live very long outside of the body, it dies within seconds of being released.

Even if it does, which I doubt, you'll never get enough in the girl to kill enough semen to make it effective as birth control.
