and is there a online site i can go to do this i dont think there is anything on my creative web can to do this

It all depends on the format your webcam records in but a decent and free video editing software can be downloaded thru microsoft.

When you launch movie maker, there are probably some predefined settings or templates that you can use. Or you can also create your own custom setting and specify the resolution size and quality of the video. Remember, if you pick a resolution that's different than the original aspect ratio, your video can look distorted (stretched or squeezed).

i think you asking can you recode in a low format :)

yes there tons of program that will let you do this.
you can search around for it and find which on you like.

type in video encoder in google or video converter.

i usally use this one because i just need to change file size:
this one is a free but will require some knowledge because it's not full user friendly, i used to have one that user friend but i lost it.

i use to make videos,audio fit in my cell phone so i use all the time. best of all it's FREE :)

Remenber the smaller your resoultion the smaller your files is, also to auidio and types of format(mpg,avi etc..).

if you have Win XP then use windows movies maker, it can edit and convert your video to wmv with the bitrate you choose

You can go to http://www.jumpcut.com/

Or you can also use Microsoft's MovieMaker (free with windows) (if you are using Windows), or you can use iMovie if you are using a Mac. (free with Macs)
