This sounds like a question asked in a "Dale Carnegie Class". It's a high performance culture that teaches to build greater self confidence, strengthen people skills and to enhance communication. I think the effects are great when you can communicate in a manner so that you can get people to agree or agree to disagree.

The effects of non-assertive communication are as follows:

~Ineffective communication.
~Can't get your point across.
~No one listens.
~No one takes you seriously.
~Lacks confidence.
~Appear incompetent.
~Rights are negatively impacted.
~People take advantage of you.
~Thoughts, rights, beliefs, self, are disregarded.
~Appease others to avoid conflict.
~In some cases, "used, abused, & refused"

if its persuasive enough and the person is giving you his full attention, it usually gets through...

if not its mostly ignored. ever heard of the phrase 'he who speaks the loudest wins' ? or something like tat =)
