The Ian Fleming novels (and movies) are in blocks, based on the rivals that Bond faces. I've been snooping around Wikipedia...
First watch the new (and old) Casino Royale ,really the 1st in the novel series...
It seems that Thunderball and Never Say Never Again are the based on the same storyline from the novel Thunderball; you can watch those two intercangeably.
Live and Let Die is next (also 2nd in novel series), followed by For Your Eyes Only and License to Kill, due to common plot elements.
Follow this w/ Moonraker, Dr. No, Diamonds Are Forever, and Goldfinger (in no particular order).
Watch The Spy Who Loved Me, On Her Magesty's Secret Service and From Russia with Love, and You Only Live Twice in order next.
Octopussy and The Living Daylights go together, as they are also based on a common "enemy".
The Man With the Golden Gun is on a tangent all its own.
All of the later films (excepting the new Casino Royale) are of separate writers, and may be watched together as a block, in no particular order...

If one is a James Bond fan it doesn't matter what order you watch them in. Each movie is it's own separate story the one thing that keeps them related to one another is agent 007 James Bond.
You may discover that you like some Bond movies better than others. So watch them any way you choose as long as you watch them. Enjoy!

Yes and no. Yes if you really want to get the feel of the movies. Also some of the movies link gadgets, bad guys, and comments like from HMSS then in Russia in love referring back to his dead wife. Other, like Jaws. It is not essential to watch in order, but i would strongly recommend it. (and don't forget "Never Say Never Again" which was Sean with a rival picture company.

Yes, as you have to watch "Majesty's Secret Service" before the Roger Moore ones, as reference is made to his murdered wife, although not that big of a deal
