By unit volume, probably dry cement is heavier. Why? Because rocks are heavier than water.

well dry cement is this been wet then dried or dry cement b4 mixing?
after mixing it would be heavier ( ever tried to pick some up)
before mixing with water could also be dy ..

It would depend on how much cement you weighed. A pound of wet cement would weigh the same as a pound of dry cement.

obviously the wet cement would be heavier. the dry cement doesn't have any water molecules in it. it all evaporated so that means the smaller the number the mass would be. less molecules in the cement compound.
